I recently have pitting edema on my ankles and a bp of 140/90.I normally have a bp of 120/80

I smoke a pack a day, have a lot of stress and I weigh 135lbs.I take 20mg of atarax a day for anxiety and have occassional heart papatations. Up until now I've been in fairly good health.

First, Atarax is for itching, not anxiety. I must assume you mean Ativan. It sounds as though you may have Congestive Heart Failure (CHF).
